It will come down to 60' times. If he gets you at the 60' mark, and doesn't miss a shift, you'll be chasing him.
The Vette's do better (as well as Vipers) after the 1/8 marker than the Fbodies do. You REALLY need a better 60. Get some BFG's or ET Streets.
I think a couple of people are selling some in www.ls1.com Western.

FRC = fixed roof coupe.
The normal coupe has a hatchback style rear and a removable roof panel.
All Z06's are FRC's (which is why I'll never own one)

Re: can i take a stock vette?
The track he runs at is LACR in the high desert outside of Los Angeles near Antelope Valley.
It's 2700' altitude and warm. Figure 0.5-0.6 slower from a same temperature sea level track, and .8-1.0 from a low DA (>0ft) track.
Still a 13.5 will be hard keep up with a well driven bone stock C5.

But they did not sell well. In order to get the FRC sold, they came up with the Z06 idea. Get it REALLY race-ready and put a heads/cam motor in it.
Many people complain that the Z06 doesn't come in the coupe, or the vert, or with an Automatic. Hell, you can't even get a CD changer or a power antenna!
But much like the SS and WS6, there is a mystique about the Z06 that the regular vette doesn't have. If you run into a Z06, the driver is more likely to kick *** than the C5. Not because of the HP, but because the most Z06 drivers race their cars in one form or another. It wasn't built for the masses. It's loud inside, hot, twitchy, and has a wide-ratio gearbox. The C5 is more civilized.

Re: can i take a stock vette?
When I was completely stock I beat a white 2000 vette from a 30 MPH roll, by a car and a half, so its going to depend on the driver whos going to win, but with ur mods, it should be a breeze

Re: can i take a stock vette?
Even though I have a Vette, I am not being biased here. A stock Vette 2001 or above will easily run the 1/4 mile in 13.2-13.5. They rate it in the literature at 13.5. I doubt you would beat it running a 14 plus??? I don't see to many Vettes even runnign 14's unless they got a bad engine or can't drive.
My 2001 Vette with A4, 3.15's, Air Box, Exhaust, and programming (Powerloader) ran a best of 12.57 at 111 MHP on stock run flat tires at Ennis in Feb 2002. Have a video.
I also just ran at the SLP Event when it was really Hot and pulled a 13.0, but it was Really Hot!!! No one was running that great. there were a Ton of Super Fast f-Bodys there.
Good luck, but you better hop that baby up a bit to hang. Tell us how you do.
