Default Problem with dropping RPMS

Sometimes my car will have a good clean start, other times it will go like this- I start it, and it will drop down to around 400 RPMS (barely running, lights dimm) then it will climb back to idle (around 900 RPMS) within 10 seconds. Tap the gas then it'll act like it wants to die again! Any suggestions as to the problem?

Vaccum leak. I think your cars have an AIC. If so then that is another thought of the top of my head. Im an LT guy so?

Take the IAC valve off the TB and clean it with carb cleaner.

So this is nothing electric? If it helps there's also a noise that accompanies this. It sounds like a turbo on my car. Like when I get on the throttle it winds up, and when I get off the throttle, it winds down. Now that I think about it it does sound like a vaccuum problem.

What about your air filter? When is the last time you cleaned it?

Seems like eventually I have to do this on every car I've owned.

If you are standing infront of the throttle body looking towards the engine. You will see it on the right side above the TPS, it has 2 Torx screws, and when you take it out it has a spring and cone shaped plunger inside it.
