Default Piece missing?

Ok so I've been wondering why the hell my bumper sags when I close the hood and realized that theres a peice missing!

There were pop rivets in it but just kinda, chillin loosely. My first instinct is ACCIDENT! But I looked up the history report and the car is clean, been in arizona its whole life till earlier this year.
I did take the air box and all that related stuff out, but I have no idea why this is removed. Maybe they replaced the washer reservoir and didnt put it back, who knows.

Does anyone know what this piece would be called or possibly pull up a GM part number? That would be awesome I need this piece!!

I think there are supposed to be plastic retaining clips in the holes, to hold the nose to the frame. Looks like someone did a half *** job putting the nose back on.

Well, those pop rivets were there but they weren't holding it on to anything. I found the piece its like the bumper center support or something 42 bucks from GM but I guess its worth it I cant find it anywhere else and I cant stand my bumper sagging. Thanks!

I have a 2002 Trans Am I bought in April that had the same problem with the rear bumper cover. I would have never known it if I didn't get to follow it in my other car while switching cars and saw it flapping in the breeze! The pop in plastic clips, (which look like rivets) were where they were supposed to be but must have been put in before the bumper cover was on. I had to pull them out and put them back in to fasten the bumper cover back on. I did the same thing as far as the vehichle check and got the same results. I bought it with 14,000 mile on it so nobody probably ever noticed it. Hope that's all it is for you, John.
