this might help you a little.

you wont need anything with the L92's other than a valve job and a spring upgrade, this heads flow a ridiculous 300 cfm+ stock out of the box, when mated with an ls3, l76 intake they will perform really good. You a are getting an LQ9 which have a higher comp than the LQ4 so your comp would not be affected as much with the 72cc of the L92, and apart from the valve job and the spring upgrade i would milled down a little to bump the compression more. (Im sorry i didnt ask before but im assuming you wanna go N/A right?) and what is you power goal?

I'm in the middle of doing LQ4 with milled and CNC ported L92 heads. Everything seems to bolt up fine. Only thing is you can only use 2 of the 3 bolts on the alternator bracket unless you drill/tap the third. A lot of people run 2 without any issue though so that's what I'm going to do.

Ok guys , so I managed to up my budget to 4k so far this is my options
I could go with an used lq9 pull out motor then purchase l92 heads and l76/ls3 intake and some longtubes or I can go with a ls6 crate motor from one of our sponsors on here what's you guys opinion and why thanks

How many miles on the LQ9? Could you put in new bearings, rings, and ARP rod bolts with your budget? If so, that's 100% the route I would go, since that's the route I am currently going lol

120k?
some people have good luck even on those higher mileage ones. but you could get a 6.0 block and stock crank, put in forged rods and pistons, get l92 heads and intake, and it might fit your budget.
