I've got the cutout on my stock exhaust, too. The drone is actually pretty bad for me because of the 4200 stall, so I'll be rethinking my exhaust soon. But it's a world of difference over the stock exhaust.

Cutout adds a little, though not much, torque at higher
RPM when you have the stock cats in place. The cats
are a substantial restriction. On a stock-logs, stock-
cats car I'd consider it more an entertainment device
than a performance improvement. But as you "mod up"
its benefit, or conversely the benefit of -not- having a
NASCAR exhaust note, when you don't need the
attention, increases. When the muffler is the only
remaining restriction the cutout is of more advantage.
Numerous cutout placement threads here, including
mine; search 'em all up and you should have a pretty
good idea of the options that have been tried. Like:

I've got a 24" Dynomax straight through flow muffler, in the I pipe, to cut down on the drone from the Hooker cat back. No cats.I welded a 3" collector [cut out] at the first bend behind the Dynomax, sounds absolutely fantastic, I always leave the cut out open, very loud but not obscene.
