When I bought my car it didn't have cats(previous installed off road y-pipe)but I probably wont ever have to try to prove that to anyone. Who is going to look under your car to see if you have cats?
I took my buddy to this muffler shop today that has done work for me and they refused to take off the cats. They said they already got fined two times for $500 for removing cats.

All depends on where you live and what the local laws are. In CT you would get a ticket and have to have the car inspected to show the cats were put back on.

LOL that's ok. I'll run my ORY, as the car is too damn low to see anything under it.
You can make out some red subframe connectors, and a clamp holding the I pipe to the Y pipe.
