Depends no what you have to put it on. for a stock 346 ls1, I would say the AFR 205's, with ET's a close second. Bigger cubes would change that. I have a friend making 500+rwhp on AFR 205's milled 0.030

If he had an unlimited budget, why would he run anything lessthan a custom cam.

FYI, the heads will only be as good as the intake on top of them. If its a 346, he cant go wrong with any of them because the plastic intakes will always take flow off the top.

Or buy a nice bare aftermarket set and send them out to someone like Larry Meaux or someone else not many here have heard of. 2 grand for a good aftermarket casting, and 5 grand or so to get one of the top guys to do their magic.. IF they even agree to do it.. should yield some killer heads.. of course you're going to want a custom sheetmetal intake or you're going to choke those heads out, then you get the cam ground for that combo.. I've always liked what Bauer Racing has had to say about cams, but there's a company out there, if you supply all the flow #'s needed from the heads and intake as well as your engine specs, they have a program that will give you an optimal cam.. not much more expensive than any other custom cam, I just can't remember the name of them. David Vizard wrote about it in a GMHTP article.
