driving with no panhard bar?

my buddy took off the panhard bar bc of a big exhaust and now is driving around. I told him to get a relocation kit, but before it arrives, can he drive around withOUT the panhard bar? seems like a bad idea. stock 99 camaro btw

Are you talking about the brace above the panhard rod, or the panhard rod itself? The panhard rod itself holds the rear end in place side-to-side, so yes, that bar is very necessary. The upper panhard brace gives the body side mount some rigidity, and while I wouldn't drive around for long without one, you'll probably be okay for a little while without the brace.

I was referring to a relocation bracket from Unbalanced Engineering (http://www.unbalancedengineering.com/Camaro/).
One simply makes room and the other addresses a handling issue.

Ah ... I see what BMR calls a "relocation bracket".

Laser cut steel brackets that relocate the panhard rod to lower the rear roll center 4 inches and also level it for lowered cars. These brackets result in additional rear grip in all phases of cornering. They require a panhard rod that mounts via 1/2" bolts and and require a competant welder for installation.
