I'd wager it's the high beam switch. I had the exact opposite problem on my truck, only high beams with new bulbs. Thankfully I had a real nice set of fog lights on the truck at that point.

There is a way to adjust the switch on the lever inside the car? I will feel like a total tool if there is, cause mine has not worked for like 2 years and did not want to take the steering wheel off to fix it. HAHAHA!!!!!

The actual switch is on the lower part of the column. There are two screws that hold it and the ignition switch in place. Mounting holes are slotted to allow you to slide the switch up or down to make adjustment.

Mine is the same way! The lever will move but it will not click to turn on the brights. I never knew there was an adjustment either! So with this pic I see the screws circled in red but what exactly am I adjusting? Also how do I access this? Is it just under the lower plastic of the steering wheel or does the wheel have to come off?

Look at the ignition switch R&R on my Tech Page. It shows you how to get to it. You at least have to lower the column, but not necessarily have to remove it.
