Could be the amp, could be the tuning, could be the enclosure, there are alot of variables as to why your friends doesn't sound the way it should. Those are good subs for the most part and for $100 for 2...that's a good deal. Just make sure they aren't damaged.
What amp and enclosure is your friend using? I know you said Punch but there are several models and years of RF Punch amps and some aren't as good as others. Also depends on how he has it tuned as to how it sounds as well.
You should be fine with those subs as long as they are in good shape.

Box is ok. I have a similar one I have used in the past. You will be ok.
Is it a newerP500-2 that is all black or the one with the chrome on it? The older model is the chrome one and was not RF's better days. The newer ones are pretty good. Either way it should hit. My bet is something is wired or tuned wrong and not so much the amp. He should be able to get around 250watts RMS to each sub when the subs are wired at 2ohms. Also check the frequency tuning and see where it is set on the amp. That may help as well.

If you have ever been in a car that really hits or to a car show the type r's are just never going to be like that... They are good for what they are, cheap *** speakers... Any 8" sub from a good company will blow away a 12" type r anyday of the week...

That said 100 bucks for 2 type r 10's is a good enough deal to keep you thumpin until you want to get serious about a sub

That's a decent enough amp so I would now start looking at tuning.

There are a bunch of class-D amps so it more depends on the budget you have to work with.
