Default Car spins but wont crank unless you jump

I have a 2002 ws6 The car will spin over but will not crank unless you jump it off or use a charger. I changed the battery put new cables and still nothing. I not sure where to go from here.

not sure what u mean. crank over and spin over are the same thing in my eyes. so the starter is engaging but the motor will not fire over unless u jump the car? correct? sounds like your battery is dead to me. and u charged it but it could be past the point of not holding a charge anymore. swap the battery for a fresh one and it should fire up everytime.

and if u do that and the battery dies again fast than u know the alt. is bad.

Yes the engine will turn turn over without a jump but will not run until you put a jump/charger on it I got a brand new batt still does the same thing I put a meter on it and its reading 14.8 volts with the car running. I'm not sure if there is a short or a ground problem or what

With engine running and alternator charging correctly you should read 13.8v-15.8v at the battery measured with a voltmeter.
With engine NOT running the battery should show somewhere around 12.6v-13.2v at the battery measured with a voltmeter.
Do not trust your voltmeter gauge. They arent really all that accurate. Useful to tell that you are in a total discharge state though. (alternator is not charging battery)
Make sure battery is fully charged to above 12.6v or so. Let it sit for 3hrs and go remeasure with a voltmeter and see if it has dropped to 12.00 or less. If it has then you have something drawing your battery down assuming the battery is good.
You should also check ground wire at battery and engine block for tightness and corrosion. Check Positive as well at battery and starter solenoid checking for tightness and corrosion.
Id put my money on a loose/corroded battery wire. (assuming the alternator isnt the culprit) Likely the ground wire.
Let us know what you found on the above checks.
