For the beginner? Definitely lid, catback, and stickier tires.
As for the things that I've noticed the most difference on my own car for the least amount of money I'd say my gears (bought a used rear end with 4.10s and T/A girdle for $200), and my Pacesetter headers.

The best bang for the buck always comes when the above items are coming off of another car (other than some rotating parts you have to watch out for).
I bought my SLP LT's, SLP high-flow cats, and SLP Y-pipe from a guy ALL for $400.
Bought my NOS 5177 kit (basically new) from a guy for $320.
Got my 224/227 thunder racing cam + goodies for $400.
Just have some things in mind, and keep checking the classifieds and local guys stripping their cars.
Also of note: when you first start modding, try to set an ultimate goal for your car, and modify accordingly. If you're going to be pushing over 450rwhp, 4.10 gears aren't going to do you any good unless you have a strong rear end and slicks. I made that mistake. However, if you're going to honestly keep it around 350rwhp, go ahead and get the 4.10's (if an M6, of course) if you'd like. Just stuff like that to watch out for. Plan ahead so you don't waste money modding then taking that stuff off and replacing it.
