First connect all your grounds and recheck all wiring. Second, have you checked out the VATS system.

I will check everything over again tomorrow.
Secondly is the ground needed for the battery to body? my harness didnt have a second ground from the harness only connects to the battery.
Third how do i check to see if the icm n coil get signal from the pcm? Do i disconnect the opti side of the plug wire n put a spark plug there to see if i get spark from the coil?

http://shbox.com/1/4th_gen_tech2.html#opti_test
follow this step by step, also check the terminals on both sides of the opti connector, they are known to get corroded.

Did you replace the opti? if you did, are you sure you installed it properly? If you have a cam-dowel driven opti it can easily be installed incorrectly.

Im going through the same thing with my swap so ive done all of this multiple times, lol

If it's been created for the LT1 it's been used by members of this forum at least once or a hundred times. Do a search and you'll see there are a lot of negative threads about those particular optisparks.

Make sure if you get a chandler off ebay make sure its from chandler motorsports, not a knock off company.
