tps voltage at WOT, what should the voltage be?

what year is your car? (Ima guess 2000 ?)
Mine was reading 4.29 ... brought it up quite a bit by tightening the throttle cable (not enough to open the blade, but enough to make it tight)
Feel the throttle cable... if there's slack then you can adjust more
Follow the throttle cables back, you'll see a black connector... that has a U clip on it (maybe 1/2 wide U clip) ... take the U Clip off (comes off pretty easy) and the throttle cable will pull out... then basically just adjust it so it's tight and recheck your voltage at Idle and WOT
Other thing to check... make sure the blade's opening 90* at WOT (you'll need someone to sit in tyhe car and then measure the distance between the blade and top and blad and bottom... if it's the same then it's 90* open... ) 90* opening is more important than TPS voltage

Open the blade by hand and measure the blade edge
position across the throttle orifice with a ruler. If it
is below dead center then you want to do the bump
stop mod and get full open capability there.
If you have full open by hand, then check what you
get off the pedal. There is a good chance you have
slack in the adjustable throttle cables, and a good
chance of having slack in the non-adjustable pedal
run too. The latter you can make a spacer for, to
take up any excess.
I wouldn't worry about trying to change electricals
until you know the mechanical linkage is all proper.
