^Correct.
Its basicly used as a good indication of the car's top end pull as oposed to traction.
Example:
Car A: 13.0 @110mph
Car B: 13.0 @115mph
Even though both cars had the same quarter mile time, car A got better traction out of the hole, but Car B made up that time with a higher top end.
Trap speed is a good indication of how the car will do in "roll" racing on the street, where traction isnt important.

Comments Below pretty much hit the nail on the head with the car higher trap speed generally having more horsepower (assuming equal weight cars).
In the case below Car A got its power to the ground more effectively (better launch or 60 foot time) but Car B has more horsepower.
Back when I was young and dumb it was only about having more power to get a better 1/4 mile time...now it is also important to get the power to the ground effectively and pull a good 60 foot time since both contribute to lower 1/4 mile times.

No really, is that a real question? Obviously a respectable trap for a 13-sec car is going to be lower than a respectable trap for a 10-car.
