Insufficient switching may only mean that it isn't
warming up fast enough to suit the PCM. You'd
have to look at it with a scan tool (not a code
reader) to judge the quality of the O2 sensors'
waveforms. I got these codes right off with the
Jet-Hot headers and brand new NGK sensors so I
just killed the codes.
You might try the Dremel trick on your old pair
just for yucks, see if more gas flow gives you a
break on the complaining. Look for that post, it
should be either here or in the External Engine
section, I forget.

Well i read over the aove posts a few times.. Correct me if im wrong.. It could possibly be because my 02's are not getting hot enough.. And wrapping them could possibly fix this by causing them to heat up more/faster.. Now if I just got this code tuned out would this effect my performance at all? Because I had my rear 02's tuned out already and its fine. I wouldnt really imagine it hurting anything but im just double tapping the subject.

just turn it off. i have mine off and the car still runs fine and maintains the correct AFR at driving and at idle
turn off 1133 and 1153.. completely both DTC and mil status. you will enjoy afterwards

i drove myself nuts with this. if your tune is ok, its most likely the o2 sensor is slow to respond, most likely due to the huge area inside a header not staying cool. Just make sure your AF at idle and driving isnt totally whacked out, then if so just delete the code from teh pcm.
