I don't know who is/has the best mail order tune but FWIW...When I first installed my LE2 package I got a mail order tune from PCMforless so the car would start and run okay after the swap. Car ran great so I immediately took it to the track and my first pass I ran an 11.88 in the 1/4. I wanted to see if there was any more in it so I put the car on a local dyno, tuner couldn't find any more power. Not too soon after, Bryan from PCMforless was planning on doing some dyno tuning at another local shop so I brought the car over and he found an additional 9-10hp over his mail order tune. I considered it a success for a mail order tune.

I was not happy with my PCM4Less bolt on tune so when I did a H/C swap I was not going to use them. I ended up going with Solomon and he got the tune pretty much spot on. I did a few small tweaks myself after that. I would recommend Solomon for a good mail order tune.

(Bryan Herter) PCM4less tune on the Roadmaster and really liked it. Just bolt-ons + T56 swap and it made 295/351 rwhp/tq.
Solomon did a tune for the Camaro when it was cam only. It felt good up top but wasn't as drive-able down low compared to a random cc503 tune from the internet. I had to tweak a few things with the DFCO, IAC, timing, and he forgot to uncheck the AIR pump. The timing was also a lot more aggressive than similar tunes I've seen.
