LT4 Hot Cam Kit, Stock Heads, 3000 Stall Converter, Drag Radials, Intake and Exhaust and a 100 shot put me at a 12.06 @ 117. With that trap speed and a decent 60' I will be in the 11s easy.

You can get stock castings ported starting around $800. Trick Flow and Edelbrock make LT1 heads as well. Bang for the buck, some ported stock castings from Advanced Induction or Lloyd Elliot as the most popular choices right now.

The LT4 Hot Cam kit as far as I know will pass smog --

I put my setup to show you that you can get in the 11s with a cam and spray -- especially a cam as mild at the LT4 hot cam.

Basically all I have to say about you heading towards your goal of a 12 second time slip (or faster). Don't spend less in the short run just to save money on cheaper stuff. Do it once and do it right. Going fast is not cheap, the LT1 is not a bad foundation to start on, but make sure you do your research and select parts that will compliment each other to get towards your ultimate goal.

There is an old saying that goes "Cheap, Fast, Reliable. Pick Two." I think that sums it all up right there.
