I would say $7500 MINIMUM for a well done motor. That is assuming a roughly
$2000 Compstar speedpack,
$1500 machining and assembly of shortblock,
$1000 worth of gaskets fasteners, oilpump, timing set etc.
leaving $3000 for the topend and by the time you buy lifters and all that may be a little low.
This is neglecting supporting mods, core charges, surprises, real cost of the project will be higher.

$7000 can buy you crap too, there are guys out there with 5K miles on "performance" 383s that are no faster than my stock shortblock and blown up already. Price is no guarantee of quality and neither is online reputation unfortunately. Some companies with good reputations just sell junk in volume and it gets mistaken for quality because it is popular.
This is the bare minimum I would think you could get something decent for, easy to spend much more.

I haven't totalled up all my recepts, but 7K seems to be a good figure for my short block which was done w/ an Eagle crank, splayed caps, CompStar rods and custom JE pistons. Can't remember the little details about ring/bearing brands, but the cam bearings are coated. This was done by a local shop which has a great rep. for their ltx/lsx builds. If I remember correctly I believe this included springs/valve guides for my current ported heads, cometic head gaskets, oil pump gear drive and some other misc. ****.

We are doing the wifes car right now.
Small break down.
383 Cast rotating(daily driver) under a grand(Eagle crank, forged 5.7 rods Speed Pro Hyper pistons) Well under a grand with all bearings and rings.
Heads will be $1,500 the way I want them(2.00/1.57 Valves and K-Motion springs with decent port)
Machine work will be $2,500 assembled.
A $550 order from jegs for all ARP and new MSD cap and rotor.
New hub and Balancer $100
Jegs (Lunati) rocker arms $200
Push rods $100
Oil pump and screen welded and blue printed $100
and then gaskets
I am sure there is more but that gives you an I dea of a build that we expect to go anouther 100K miles with daily driving and occasional drag racing
The stock one lasted 157K It was killed by a failed water pump bearing in the block
