Stoner's Tarminator, WD-40, Goo Gone, etc.
Allow to dwell (but not dry). Gently rub to remove. Reapply as necessary. Make sure to re-wax the treated areas afterward.

I would just start out with all purpose cleaner and a bug sponge. It should easily take off the tar after a couple minutes and then u can try it on the rubber. If the rubber doesnt come off then id start looking at more powerful options like rubbing compund.
