I do concrete for a living so I might be able to help you. How long a go did it happen? If it is a couple hours old you should be able to get it off with a hose if it is a little older a power washer should work because the concrete doesn't really have anything to get a strong bond to. Let me know what happens.

I also do concrete for a living and there are either a few methods you can use. You can either try putting vinegar on there as its a mild acid and will take it off, although if its on real thick its not gonna hurt it to much. You could also just pressure wash those areas and that might take it off. Either that or if they are large dots of concrete the other only option is to take something like a screw driver handle and just tap on the specs. It should break them off, it may possibly scratch the surface a little but you should be able to buff it up again. These are the only real options we have when the spots get on our concrete trucks.

for the concrete, the pressure washer should do it, no worries about hurting the paint, unless you have some ungoddly huge pressure coming out of that thing, or a very concentrated nozzle.
