Rubber pieces at the end of T-bar lifting up

I noticed the piece you speak of popping out after about 20000 miles. I couldn't get it to cooperate so I just had the dealer fix it under warranty. I think they removed the channeled I-bar and simply replaced the piece.

i had one break off and i lost it... replaced the bar with a used one... then that ones rear piece broke off..ended up gluing it on with super glue and its stayed for over a year
they are purely cosmetic, but the bar doesnt look right without them...
the way i glued mine was on the 2 little tabs on it when it broke off, i just put glue on them, and held it in the proper position for like 5 mins, and then i was at a car show with the t-tops off, so i let it sit with the tops off for about 5 hrs.
