I have no idea what it is. It was like this when I bought the car six months ago. It just looks like it was stained as the water dripped down the window so it's just lines of staining running from the top to botto of my windows and splattered about everywhere on the t-tops and rear glass

Order some Zaino Glass Polisher, that stuff will be gone in a heart beat, guaranteed.

Use Ultra-Fine steel wool, I used it on my Camaro when I bought it to remove the adhesive residue from the window tint. . . . It works, you just have to get the right stuff.
