New trans and new converter, car does not move in gear?
We ran it through the gears and it's not engaging, even put it in 1st gear nothing.
Dropped the pan all cylindnoids are getting 12v and the grounds are good!!!
The line pressure in 200 psi in park and 250+ in gear!
Also coverter went on 3 clicks?
What else could it be?

Did you bolt the converter to the flex plate Andrew? :p j/k...don't know about this one. Those darn A4's can be a pain for sure sometimes.

I doesn't sound like it's the transmission. Maybe the converter or PCM related. When I put in a new tranny in my 95 I ended up pinching a wire between the tranny and the tunnel and it would not engage at all. Uninstalled it, reinstalled it and it worked fine. I did not even find out what the problem was until I took the tranny out like three months later and notices that wire had been crushed before.

In Reverse nothing happens either.
The converter was pre-filled.
The fluid was good, checked it many times.
If you guys can think of antthing esle please let me know.
I'll have to look into wiring

Eletrical problems CANNOT cause the transmission not to engage reverse or drive.
The first thing I would do is check Line pressure.The tap is on the drivers side of the trans right above the manual linkage shaft.

Put the driveshaft in?
When you select a gear, does the trans feel like it even tried engaging a gear? If not, it's likely the converter. If you give it a little gas, does anything happen (ie. can you feel the converter starting to couple)?

It does not feel like it engaging, I have the rpms programmed different(Predator tune)in Park/Neutral 600 rpm's, for Reverse and Drive 900 rpms.
When put in gear the rpms change, but no jerk in to gear, after in gear reved it up to 3000 rpms and it still doesn't move

The pressures you stated are way too high for p/n & drive.Looks like the pressure regulator vavle may have been assembled in the bore wrong.If you know someone who knows about the 4L60E,you might not have to pull the transmission back out as this vavle can be accesed through the transmission pan.

what about how much space was there between the converter tabs (for the bolts) and the fly wheel? If the converter needed to be shimed would this happen?

What about reverse?
I had a similar issue but it was due to a PCM programming error
