Well Getting it tuned means you will need to take the car to a performance shop that does PCM tuning . Or you could buy something like HP TUNER, or EFILIVE etc and try and do it yourself. Its not something a regular garage can do.

It will hit the rev limiter with a stock tune with WOT enable settings stock at 94%
It hits it because under WOT it's shifting off the part throttle shift table. At WOT (above 94%) it shifts off the WOT shift RPM OR MPH, whichever keeps it off the rev limiter.
But none of this matters to you really if you plan to have someone else tune it. I wouldn't recommend buying a tuning program unless you're really going to get into tuning.
The easiest way to resolve this for a stalled car is to lower the mph requirement, as larger stalls DO introduce some "slipping" and as such you may not hit the same mph at the previously set shift rpm.
You can add a shift mode PID in HP Tuners and it will tell you which table it shifted off of. And it never shifts off both.
