If it doesn't do it during upshifts, only during 3-2 downshifts, I say something is causing the band to not release under high line since you say it gets better if you let off. Did you install any of the spacers from the transgo in the servo? Maybe it's too tight on the drum.
Ok, does it do this during the upshift or the downshift??? If it does it during the upshift, then its more then likely the band not releasing like stated. I would pull the servo out and make sure the pin is not sticking in the servo or in the case. I would also make sure you have enough band clearance, and all orings and seals are installed correctly. Was the spacer plate drilled correctly during the install?

on the 3-2 the 3rd clutch would need to release as the band applied. If the 3rd clutch did not release then you would not be a bind up but rather a return to 4th gear. 3-4 clutch and band = 4th gear unless its only happening in D position then you would have a bind up due to the overun clutch being on. Thats a strange symptom unless you have a cross leak of some sort thats keeping the 3-4 set on during the 3-2 downshift and bleeding into the overun clutch circuit at the same time. That would point to something with the stator or inputshaft rings/drum
