4L60E Problems
Is this a Tahoe, Suburban, Silverado, or Avalanche?
Which model Transfer-Case was in the vehicle originally (if you do not know, look at the RPO sticker in the Glove-Box and post here any codes that start with the letter "N")?
So you had the 4L60E and the same model Transfer-Case installed from a 1999 vehicle?
What was the 1999 vehicle?
What else was damaged on your vehicle? ...Transmissions and Transfer-Cases DO NOT normally "fall out" of a vehicle.
Any wiring, electrical components, and electronics/ Control-Modules replaced?
If so was there any programming performed.
If somehow you had the BCM replaced... they CAN NOT be reprogrammed, get your money back.
Did this occur due to rust/ rot damage?
Where did you obtain the Transmission and Transfer-Case from?
If these components came from a Junk-Yard... where the supposed to be working/ driving components?
It would be a shame if the Transmission or Transfer-Case were broken/ inoperable.
Start out answering all these questions...
If you do, I will return to help you further.

The New Process 246 Transfer-Case is an Electronically operated Automatic All-Wheel Drive Unit.
Did you reuse your original Encoder-Motor for the Transfer-Case?
The NP/ NV Encoder Motors do not have the greatest reputation and have been know to crap-out without warning.
This Unit uses a clutch-pack just like an Automatic Transmission (Over-Drive Frictions and Steels from a Chrysler 48RE... Borg-Warner High-Energy preferred).
Are you certain that the Unit operates/ is not in Neutral?

could the neutral safety switch its self be toast? Did not use the original encoder used the one that came with tcase. The button was selecting everything. Truck still wasn’t moving. Also tried pulling the encoder motor off and turning tcase into different ranges and never changed a thing. Also aware of the how it works. Just not good with electric bs

The Transmission (if good) will still work with all the Electrical Connectors disconnected.
The next step is to unplug the main Electrical Connector from the Transmission.
This one:
If the Transmission is good, it will work in Reverse and Drive with 3rd Gear ONLY.
