Locking Torque Convertor
The converter should never lockup at WOT unless you program it to. It is not programmed to do this from the factory.
BTW, the above info is what I know about 4L60-Es. I can't vouch for 700R4s but I would assume that they operate similarly in this regard.
Are most people with automatics locking there convertors by this means one the dyno? or are they just running them unlocked and letting them slip?
