I've got a TH400 and ~4K stall TC and I haven't had a working speedometer in years. The only thing it affects in the cruise control from what I can see. I have a Scanmaster and the EGR and carbon canister are disabled as well.

If it's sluggish, maybe you're running too rich. Check your O2's for fouling or maybe you need a dynotune. I'm not sure how well a M6 PCM program does with a TH400. My throttle response improved tremendously after the A/F ratio was flatlined at ~12.5.

is the tranny kicking down (if your running an auto valvebody) or are you running a manual vb? if your still running an auto valvebody youll need to hook up a kickdown switch to let the tranny know your on the gas..just a thought....
