Default 20mph roll downshift

When im rolling at like 15 or 20 mph, and whack the pedal, it goes for like a full second in 3rd or 4th gear, and then shifts down into first. If i go from 10 and slowley climb up to 20 it down shifts immediatly. It has to do with the converter im sure, i think when its sitting at 20 it revs up untill it hits the stall speed in the big gear and then down shifts. How do i get it so when i whack the pedal at any speed under 45 (pretty much my 1st gear redline) it immediatly shifts down. If i were to race from a roll idk what i would do because it stays in the high gear and goes to like 3500 and then shifts down.

umm 374 rwhp, thats avg for just the 98-00 intake. If it was 40 degrees its be 10 more, or if i had a fast 90/90 and the ud pulley its make 405 ish, and if it was cold prolly bout 415... not too bad, i got a few more tricks without porting or gettin new heads to make about 425Rwhp on a decent weathered day. Yhea i think its in the locking of the verter, cuz if im slowley accelerating and step on it it shifts immediatly, i think it lockes and takes a while for it to unlock. Gotta get it changed

ur porting stock heads, or u got new heads? If they flow good u should make alot more then that. Without flowing them i was gunna get some 1.75 roller rockers, and change the lifters, and while the heads were off i was going to mill them and raise the compression. It would make my lift about .615 / .621 instead of the .598/.603, and would raise the compression. That along with the fast 90/90 and the UD pulley should pick up 40 to 50 horses. Thats bout 425. Porting them will only raise your h/p even more...
