Yes, I think that is where you are supposed to add them. Last time I had some suspension work done I had my local shop add the washers for me. I'm almost sure they just added them to the top, but they didn't add enough because the clunk went down some, but not completely.

It's metal on metal, it's gonna clunk. I found that a thin neoprene washer between the other washers on the back, especially on the top, helped quiet it down.
The fronts on mine don't clunk but when there is extreme angles such as pulling into a steep driveway there's a nasty metal rub click thunk type noise
The bottom line is this: if you're buying a gc kit hoping that it will be quiet as stock, you are going to be disappointed. It won't be, period. There's thick rubber at the top and bottom of the stock springs for a reason.
The kit is a clunky but it makes the car look great.
I'm hoping that when I put on my qa1s that the rear clunk subsides. I may get some helper springs for the front to minimize the unload on driveways etc..
