Holley Dominator or Hp?
HP is limited on both. Dominator has a ton. If using a VR style speedo signal (like factory t56) then the dominator is required. If you want a second wife and. Dominator is required. If you want to have electronically controlled trans. Dominator is required. See the trend?
I think for what you listed you could make an HP work. But if you think it'll be close or expansion in the future. Dominator is a solid setup!

If I can't answer your question I'll ask my tech rep.
Holley's support does suck right now. The way it was explained to me it's because Holley keeps buying up EVERYTHING and now they have to give support to all the other products with the same amount of people.

Good news if you do go HP and want to change later, it's a simple change between the two. Same plug configuration etc. just dominator has more plugs.

Both the HP and the Dominator offer 2 step and trans brake functionality. I don't know the number of I/O that is required for a trans brake. Two step requires one input. The HP offer 8 total I/Os, 4 input and 4 output. The Dominator I think offers 128, 68 of each....The other benefits to the Dominator are DBW (single or dual) support and automatic trans support.
I think the HP will do what you want, but as others have said, it's nice to have options for down the road. Things like NOS, boost, etc...eat up I/Os fast.
The 7" digital dash works with both and does not eat I/Os as it is connected via CAN bus.
