Not revving could be something as simple as the throttle cable being too long or the butterfly jamming. Other idea that jumps to mind is lack of fuel pressure or flow. The fact that it starts and runs definitely narrows it down some.

I have only had the pcm security removed and the emissions removed it has a throttle cable and all pids look good not sure if it is a tune issue?

Old style trans? The tune will have to be changed for an older style trans if you don't have a VSS hooked up to the PCM.

So how about the TPS sensor?
Didnt the VSS show up about 1994? Also IIRC there is a very early slow pulse VSS and a Later "fast" one? TOo long ago.. LOL

But has the tune been changed?

If its still expecting the trans that the PCM came with, it'll cause issues.
The PCM will use all of the Park/Neutral tables, and might even trip the Bad VSS limiter. You'll have to change the MPH/RPM limits.
