seems maybe a little high but depends on the market it your area, i got my 99 with 17k 6-speed for 24. it also depends on the overall condition, i looked a many in that price range and they were beat to crap. so i spent a little more than i wanted to but got a very clean low milage car. whats your trade? is the 22 the final price after financing too?

Depends on what lenders you work with. The dealership will have a network of lenders they work with. Tell them your wishes and see if they work with anyone who can meet your needs. If you can find a credit union and open an account you can get in the 5's. Traditional banks will rob you blind on used cars.

Typically speaking, I you are credit worthy you can get the same rate as you would get if you were buying an 04. The only difference is, is you will have a much shorter term. On the 99 you'll probably only be able to get 36-48 months. Maayybbbe 60, but thats really pushing it.

The dealership opened an account for me. You need to be a member to get the rate. You can open a secondary checking/savings account and get the low APR. My account has something like 10 bucks in it.

What did you trade in and still pay 22K for? That seems high. I picked up my FRC for 23K with 43K miles. I had to go through a Credit Union for my loan, they usually have the best rates too.

As for your issues:
1. If the body panels are flush, you're ok. There's a bit of give in the doors I've noticed. The air you're hearing above 70 is probably from the window/targa top.
2. This is a common occurrence, it's a rubber bushing in the seat assembly that wears out. About a 2 hour fix per seat.
3. Car is made to run at 200-220°. Oil pressure at idle being 15 PSI is a little low, but nothing terrible yet.
4. Squeaking in the steering column is a common occurrence too. Not a major factor.
5. The Vette's put out the same RWHP as the F-body because of the IRS. They'll run slightly faster times, but where it really shines is the corners and braking. I.E. just because it doesn't feel faster doesn't mean it's been abused.

If you can't do the seat fix yourself it's going to cost you some bucks! "Rocking Seat" syndrome is a constant problem with C5's. Check the bolts first. Mine were just loose. Otherwise you may have to replace the entire seat rail assembly.
