I have seen a number of stock LS cars tuned. A GOOD tuner will get you a good # more peak, 10-30 depending, but the real story is in the whole graph. You will pick up power everywhere, usually a good bit of torque, and it will FEEL a ton faster. Tweaking the timing, A/F, torque management, shift points on an auto...it really adds up. It will feel like a new car and you will pick up a half second, sometimes more, in the 1/4. A cold air kit and a tune is worth doing. If you can swing long tubes, you'll get another 20+ with a nice bump in torque. Not much power to be had from a catback if the car came with duals (vettes, Vs, etc.), only sound. If you have a y-pipe car, then you can free up some with a catback, notably more with true duals.
