A D1 on a 346 is going to be just about impossible to get into the high 9s or low 10s. You are going to be a much bigger SC and/or cubes.

You solution is pretty simple. After you have some quality pistons and rods then just use some spray with a d1.I can't believe a d1 won't get you 10 or into the 9s with spray. No reason FI and nitrous can't work well together.

mostly see alot of racing on the street and occasional track time...but i do drive it sometimes..but like for it to be able to run on 93 then use 100 or higher for high boost...so there is no way to get into the nines on a d1 and maybe a lil spray?

you don't want a turbo set up ? with a turbo set you you can just turn down the boost when you are not racing anybody and still be very streetable.

i like turbo's but the lag is the only thing that turns me against them...plus they are a lil more aggravating to install

so what would you guys recommend turbo or d1? which is more street friendly? since this will be mostly a street car but see occasional track time and a lot of street racing! which would make the most hp? and be the most cost efficient? i.e hp per dollar?

D1 will be pleanty to hit your goals with. It is very do-able. I'd suggest stock crank, compstar rods, and just about any forged piston should be fine. Shoot for about 9.5:1 SCR and you should hit your goals. Oh, and a D1 will be much MUCH simpler than any turbo setup. Much cheaper too!
