what do i need to do to a lq9 to prepare it for boost

Diamond pistons....8.5 to 9.0:1 range
Oliver rods
Now, some will say that the Oliver rods will be over-kill (depending on what power level you're shooting for) and expensive ($1100)...but you get what you pay for. If you're thinking of long-term reliablility, I personally would not touch Eagle products.
As always, just my $0.02...which is worth what ya paid for it :-)
Id stay stock crank, weisco pistons, 9.0:1, and callies compstar rods, arp head studs, new bearings and gaskets and run the boost in the 12-16 psi range, easily reach the HP range your after.

If he runs it bone stock internals for a while, than he can enjoy the car while he collects stuff for a forged bottom end. Just my opinion though. If it does blow up, whats going to go? Theres going to be a hole in the piston which would be replaced anyways and the block bored out so I dont think it would matter much.
