What size cam? I make 14-16psi with that same pulley combo so something is way off.
Is the motor healthy? (compression and leak down test)
If the blower is correct rotation and is spinning freely and impeller is ok I don't see how that could be the problem.
Have you boost leak tested it?

Bob@BruteSpeed - I didn't think the stand bypass valve or the Pro-Flo bypass have to be in a certain direction? Even so, I tried swapping the direction in the past. Haven't run the car with the BPV removed and the port blocked just yet.
blue00ZZleeper - I agree. I have a dyno sheet from when I ran a 6-Rib setup and made 3.3psi. I'll attach that later. I believe at 3,000rpm I am still at 10 vacuum.
AFASTYZFR1 - Stock camshaft. Motor appears to be healthy but I haven't done a leak down yet. FLP didn't think it will hold that much vacuum if the motor had something wrong. I may have to take a video of the P1SC-1 since I do not have anything else to compare it to. It takes a little bit of force to spin it but otherwise it is smooth.

Even at WOT? Something is wrong lol. I would start with a compression test since its easy and then try a leak down if that shows nothing. Try what Bob said just to see what it does. That high of a vacuum is showing that you don't have that big of a leak. I run 20-30" running a gear out from a hard pull to slow down...not at idle or cruising. Also as asked a cam's spec's deff come into play with boost. Mine on a 370ci is a 235/243 115lsa and I see 10-12" at idle. 15" cruising.

The inlet side of the ProFlow surge valve has the head of the bolt in the center of the butterfly being visible. Bob

blue00ZZleeper - All numbers are at WOT runs I do on the street. They may be off ~1 psi since I do have to look at the road
. 3-4psi with the 3.85" pulley and 5-6psi with the 3.4" pulley, both on SDCE 7.25" crank spun to 6000rpm. I hope to do a leak down test this weekend if I have time. Not sure what you mean by "20-30" running a gear out"? My camshaft is currently stock as I wanted to get numbers 1st prior to a cam install.
Bob@BruteSpeed - Thanks, I didn't expect that to make a difference. I will still try a run with the BPV removed and the outlet capped prior to any other tests.
AFASTYZFR1 - The car does have more power, but remember it is seeing boost, just not the amount it should be at. I am running NGK TR-6's gapped to I believe .30.
**I attached my initial dyno sheet from FLP. This was right after I first installed the Procharger with a 6-rib setup. So the crank pulley was only a 6" with a 3.0" blower. At the time I only saw 3psi... on the dyno gauge is read 3.3psi.

I mean I only see that much vacuum if I do a full pull and stay in gear to slow down with 0 throttle. I'll keep brain storming and try to think of anything else. I would still say try the leak down and compression tests to rule out the motor first. Hope all goes well man! Keep us updated.

I don't want to highjack this thread, but....
I had my car dyno tuned last week. The car was seeing close to 14 lbs of boost. The last pull, it went down to 5-6 lbs. I thought it was a hose, but I've checked everything and its all tight and on. I need to look at it a little better, but I lost 8 lbs somewhere.

Cap the tubing at the blower and the throttle body, then put a schrader valve in one cap and add some pressure to it. Bob
