ARP seems to be the way to go. Studs would be best but their bolts are good as well.

I realize any drop in compression is a drop in horsepower but I am hoping for better flow and safety. I can probably go to a smaller pulley with the compression drop without destroying my stock bottom end.

Your really safe I have a friend pushing 598rwhp at 12psi with stock bottom ls1 but has a D1 blower, 317, cam and meth on pump gas still can turn it up way more

when you buy head bolts or studs your going to want the 98-03 head studs (diffrent lengths) , 04+ are all same size bolts..

head bolts are based on block year, not head year..

How about the head gaskets. Since mine is a 98 do I have to have a specific gasket made for a 98 or can I use the 99-02 gaskets?

If your using the 317 heads on your 98 block then you need a ls2 head gasket to match to the heads...

The cosmetic head gaskets im looking at say they can be used in ls1 ls2 or ls6 is that the correct ones?

Yes. Just make sure bore size is at least 4.00"

If you want to save a buck, try the GM MLS head gaskets. they're much cheaper then the Cometic's.
