That's good power for 9psi as for the word "safe" that can't be answered without knowing your tune or many other things. How much timing? Stock bottom end? What fuel? Id say 9psi is safe and isn't going to hurt anything. A s475 hasn't even woken up with that low of boost.

It's stock bottom with all arp bolts in the engine , the fuel is 91 pump gas , the timing is 16 degree and the afr is arond 11.4 to 12.1 , the turbo is good in that boost

91 octane 16* if you want to be "safe" with that gas take out a little timing and instead of that big range of afr in boost knock it down to 14* and 10.8-11.1 max
to me that would really be safe.

I agree with this ^^^ I've noticed there's a few things in common between the guys that are keeping their stock shortblocks alive under boost... Timing is conservative @ 15* or less like stated and AFR is kept rich. Besides common sense, I think those two things are vital to keeping the stock bottom together.

How is spool up with the turbo? Do you think a later spool also helps these stock short blocks live by not running 15psi at 4k rpm?
