The EBC controls a solenoid that determines when the boost reference on your wastegate sees pressure. When pressure builds up to whatever you've asked the EBC to hold, it triggers the solenoid and the wastegate reference sees pressure and opens. The smallest amount of boost you can run is whatever your wastegate spring is set at (minus whatever pressure losses you have along the way, depending on where your reference is set up at).
