Is a 408 with -12cc mahle pistons and 6.0ltruck heads going to bring compression low enough for 12-15# of boost?

Thats 9.5 comp and boost depends on timeing,a/f,and knock find a good tunner and he should be able to get you 12-15 psi with that setup. It also depends on turbo size the smaller the turbo the hotter the air and with hot air comes engine knock. Make sure you have a i/c and water methanole injection will help alot with engine knock.

the best way would to be get pistons with a bigger dish...but if you already have all your parts than the cheapest way to bring it down some more would be some thick cometic head gaskets.

IMO 9.5 is as high as I would go with a forced induction engine and the lower the safer when talking about comp ratios. Boostalolic is right 8.3 is better but if you already have the parts you should be ok with the 9.5 @ 15psi with a good tune.
