if its pure drag you want fbody. its built better for it and cheaper so that much more money for mods. however, the c5 is a much better all around car. interior, suspension comfort and handling, status.
granted the status depends on your situation. only reason why i wouldnt consider one myself is college kids wouldnt like me for having a "corvette" haha. when i take this car in the fall a lot will think im some spoiled rich kid even though i payed every cent for it.

What isn't Vette specific on a Vette? Besides the longblock. Corvettes are unique, making them more expensive to mod. Nothing wrong with that. But claiming that they are similar in mod cost to fbodies isn't something that I agree with.
With that said, I'm willing to believe I'm wrong too. I have limited experience with Vette parts compared to Fbody parts. But from what I've personally seen, it seems like Corvettes are more expensive to mod and maintain.
OP, congrats on the new car, you'll love it. I'm thinking you might be able to talk him down some more though. It's a modded 1999 with 100k miles. Is this through a dealership or private party?

ive had a BUNCH of vettes and fbodies old and new. I had a 98 TA w/ cam and bolt ons when i bought my first c5. Hated the c5 because it was stock, sold the TA to mod the vette, missed the TA so bad i sold it to buy my current TA and havent looked back. Either way you go youll have a cool ride though. If you do go vette atleast do a Z06.

I'm not sure. Obviously your Corvette insurance would be more than a 50 year old's insurance. I would imagine the only way to get an definite answer is to just ask your insurance rep.
