I know the car is supposedly capable of getting 28mpg highway, so my question is what speed/rpm gives the optimal mileage for highway driving? Car is almost completely stock engine wise except for a lid.
At about ~70mph the superbly accurate tach reads ~1800rpm, is this where is should be?

Thats not 100% true. the most *efficient* rpm vs speed may not be the lowest RPM because you have to have enough rpm to maintain speed. example: if your going 60ish in 6th and your rpms are around 1500 and every time you hit a hill you have to give it more throttle, vs if your doing 70 and your rpms are 1800 and its enough to sustain speed without giving more throttle, then 1800 is more efficient than 1500.

I will be going ~150miles tomorrow. I might just have to fill up before I leave and right before I get there just to find out. Driving here the other night just judging by how for the needle fell it seems like it would be rather high amount of fuel burned. That method probably isn't very accurate though...
