I would say the LS2 has more potential because it has a few extra cubes and already has a 90mm TB.

I'd take an LS2 as well. The LS1 is a damn fine motor but the LS2 is just that much better.

I'd rather invest in an LS1 w/ a forged bottom end, stroked out and with a mean *** cam profile!!

You have more possibilities with the LS2 thanks to its bigger displacement. And is a better all around engineered motor IMO.
