Fuel Rail Covers.
if they're talking about a car, its a Fixed roof coupe vette.. aka that hardtop vette with a trunk...
if they're talking about a part, its the fuel rail covers... the engine covers that say "corvette" or "GTO" etc.... they snap onto the fuel rails and coil pack studs....

I think FRC Vettes were a 99 and 2000 option only. Started making Z06's in 2001 and the FRC model went away.
EDIT: They are slightly lighter than a normal vette, but have the same LS1 motor, so there really isn't any performance advantage
