yes you can make these engines carbed. but, your friend is full of it. it would have to have ridiculous flow numbers for his heads/cam combo, and his CR would have to be out the roof to even get close.

I don't see a stock CI 346 pulling anywhere near those numbers regardless of head cam combo. Just getting a decent running 500rwhp is tough out of the 346 NA, let alone above 600...
500+ is better off achieved FI and going for more needs more CI or some really STRONG internals which make going more CI even cheaper. Carb mean squat for going for HP, it's all about CI, heads and cam.

Your motor is going to cost you a near 40k i would guess and it would spin around 9k? not even worth it!
What i said above might be a dream.

Not with an LS6 but it can be done with an LSX.
It would cost a ton of money, but it can definately be done.
World Products makes a 481ci shortblock, mate that with a solid roller valvetrain, some nasty heads, a single plane intake and I'm sure you'd be close.
SAM (School of Automotive Machinists) has a 500ci LS based motor that made 725rwhp which is about 860hp at the motor.
Budget probably $30k for the motor.
