That plastic hook is absolutely needed. It engages the upper stop behind the door panel. The upper stop secures the window all the way up and keeps it from ripping your weatherstripping off, breaking the glass, etc. It doesn't have anything to do with the rattle.
Where is your tint being scratched?
You may also make sure the anti-rattle sleeves are in the correct place on your door handle rods and make sure you don't have a loose motor or regulator.
how can i check the regulator. i had a guy with the same problem tell me he had a bad regulator

The glass mechanism is constrained at 5 points. Two rollers in the channel attached to the glass, one roller in the channel attached to the lower inside of the door skin, one roller attached to the vertical track at the back of the door, and the four rivets attaching the regulator to the door.
If your glass moves under manual "manipulation" then one of those five items is screwed up. If you have side to side movement, its probably the rear vertical roller/track or the regulator attachment. (Both of those can be seen from the outside.)
