will car turn ON without PCM?

will car turn ON without PCM? Maybe a silly question. But the pcm is out to be tuned and I want to do some work in the meantime. Checking bulbs for turn signals and brakes and what not. Also would like power steering for some front end work. Don't need to start it. Just need to turn it to ON. Is that kosher?

What vehicle are you asking in regards to? If it's a 4th gen F-body, the power steering is hydraulic so you would need to get the engine running to power the pump. That won't be possible without the PCM (unless you do a carb and front mount distributor conversion, plus applicable rewiring - obviously not worth it if you plan to put a PCM back in.)
Just turning it over though, you won't get good oil flow to the bearings (crank,cam, rods).

Short answer is, yes - you can turn your car to the ON position without the PCM. Headlights, turn signals, four ways, all illumination will work as normal. The PCM has nothing to do with any of that.. Its only function is to interface between the car's gauges, driver input, engine and transmission.
The turn signals, DRL's are controlled by a separate assembly called the DRL module which is behind the radio. The headlights and bright lights have nothing to do with the PCM or BCM..
