As for the sound, its not going to be much quieter than borlas if he goes w/ bullets, I'd recommend spiral flows or sweet thunders, both are still fairly loud though, but sound really good. If he wants it quieter, then put some high flow cats on it. Running them out the back help as well, and minimize the drone as well. Any exhaust shop should have the capabilities to extend them out the back. Most will take the cheap and easy route of going under axle, but if your buddy wants a clean look a skilled shop can run the pipes over the axle, either one on each side or both over the right axle, and out the back.most shops will suggest that you go to 2.5 piping in order to go over-axle. Whatever size you use, expect it to cost more due to the amount of time needed to do it. Most go with under-axle, myself included.
Now, as for clearance, going to the TSP or any other TD setup isn't going to gain much at all, unless his previous setup was installed dreadfully low. Most abide by the coke can rule, if it fits upright on a non-lowered car, you've done it right, and if the cars lowered a good install is if the coke can is able roll under it. There are some clearancing remedies like getting a UMI TA, that gives 1/2-1 inch more clearance, and flipping the fuel line bracket. Hope this helped.
